Full Moon @ 21° Taurus 15′

Here are two charts for the full Moon on 13 November 2008, 6:19 AM (GMT). Also there's an illustration of the Seer pattern.

What selected astrologers have to say...
Taking a look at what other astrologers have to say about this full Moon:

Jeff Jawer at stariq.com in his full Moon report:

The opposition of the Sun and Moon in the fixed signs of Scorpio and Taurus usually produces a stubborn showdown. However, dreamy Neptune's square to this Full Moon dissolves differences that will help us to release fears about resources and battles for control. Avoid sketchy financial moves as fantasy could undermine fiscal responsibility. We may, though, be able to resolve long-term conflicts over values by embracing a broader spiritual view and forgiving others.

As is usual, Neith at realAstrologers.com gives us a thorough and thoughtful delineation of this full Moon. She begins by saying:

The Full Moon on November 13 (late November 12 on the West Coast of the United States and points west) is a powerhouse at 21° 15′ Taurus, opposite the Sun in Scorpio. Neptune in Aquarius exactly squares both luminaries, creating a turbulent atmosphere with many unfolding possibilities.

Neptune stationed direct on November 2 but will remain at 21° until mid-December. As usual, we have a choice between using the tenacity of the fixed-sign T-square to cling to our illusions or to start manifesting the changes we need to continue down the path to becoming our authentic selves.

With Mars in Scorpio conjunct the Sun, this may be the time to start unearthing long-buried anger issues and allowing the light of the Sun to help us find the key to unraveling these. Stress abatement can be a prelude to better overall health, and unresolved anger and resentment are definitely sources of stress. Scorpio does not receive the acclaim it deserves as a healer, especially of wounds relating to suppressed rage. The tension created by the 90° aspect can be very useful in prodding us to finally do something, and Neptune in its highest expression represents unlimited compassion and acceptance, providing balm to emotions (the Moon) and self-image (the Sun).

At Big Sky Astrology April Elliott Kent begins her discussion of the full Moon and surrounding events with this teaser:

I don't suppose we can live through a revolution and expect to remain flawlessly calm, cool, and collected. But the coming Full Moon in Taurus, like a sensible, no-drama friend, reminds us even in the midst of upheaval we can be restored to calm and reason through reassuring tasks and familiar rituals; by drinking cups of tea, walking the dog, and tending the plants. So during this quiet Full Moon intermission in the midst of the revolution, take time to calm yourself with the happy monotony of unexceptional daily routines. Sometimes when the winds of change are storming around you, the best way to stay grounded is to focus on the prayerful predictability of breathing in and out...

My take..
   »on the full Moon

It's pretty clear from the quotes above and elsewhere that big changes are afoot. How they will manifest is open to conjecture and the choices made.

This Moon cycle culminates with many patterns, the most notable a pattern called the Seer. Remember that the full Moon speaks of culmination, fullness, endings, and openly-expressed emotions.

The Seer patter is not a common one and it involves a fairly large number of planets, so I'm publishing a page showing the pattern in this full Moon chart.

Looking at the page you will see an Mystic Rectangle pattern with Sun in Scorpio and Moon in Taurus at two opposing corners; and Saturn in Virgo and Uranus in Pisces at the other two opposing corners. Trine Saturn-Moon and sextile Sun-Uranus is Jupiter in Capricorn. Jupiter appears to be the focal point of the Seer pattern.

According to an article on Jupiter in Capricorn at Cafe Astrology, titled "What Jupiter's transit through Capricorn means to you.."

Jupiter's effects are to expand our experiences, our knowledge, and our understanding. Jupiter represents optimism, growth, generosity, joy, and abundance. In Sagittarius, Jupiter urged us to increase our cultural and spiritual awareness, to expand our higher minds, to broaden our experiences, and to have faith in the universe. Capricorn's focus is, of course, different than Sagittarian areas of expertise.

Capricorn is an Earth sign. With an Earth sign Jupiter, we are practical realists who need to visualize results in order to feel motivated to achieve them. We are "doers" who are not easily lured by get rich quick schemes! During this cycle, we are not risk takers--we need direction, clear goals, and strong plans, and we value tangible results.

With Jupiter in Capricorn, we attract the most good fortune when we organize and direct, conduct ourselves with integrity, are ethical and mature. We need to take a disciplined, committed, step-by-step approach to realizing our goals.

All the references I could find concerning the Seer pattern suggest it refers to internal processes. This could mean prophetic dreams; seeing clearly the paths you have been taking, and resolving to find a better or more effective way; or fitting the pieces you see in the world around you into a more cohesive image of 'what is' for you.

»on the full Moon as it relates to the U.S. natal chart

The transiting Moon itself is conjunct natal Vesta in the seventh house. According to The Llewellyn Journal in the article "Pallas, Juno and Vesta: The Three Jewels of Your Astrology Chart" by Isabelle Ghaneh,

Vesta is the guardian of the hearth and home. Vesta is the goddess in charge of the eternal flame, the one that keeps the household alive, safe and well. Vesta is the divine representation of the flame inside ourselves, the one that gives us our spark of life.

Vesta is the place in our charts that allows us to understand the way we feel towards our home, and our family. Beyond that, she is the inspiration inside ourselves that keeps us going. She is the flame of our ambitions, and our desire to keep surviving in a difficult world. She is the joy we feel when we accomplish a goal, or make our dreams realities.

When in the 7th house, Vesta emphasizes partners and partnerships. In a mundane chart the 7th is the field of the public as an organized social unit.

Returning to Jupiter in Capricorn as the focal point in the Seer pattern, here in the U.S. chart transiting Jupiter opposes the midpoint between natal Sun and Mercury. Jupiter normally rules the 9th house where Sun-Mercury are positioned and Mercury rules the 3rd, Jupiter's position.

Reading from Munkasey's Midpoints: Unleashing the Power of the Planets, the midpoint between Sun and Mercury with respect to politics & business presents:

The ability to state the character and intention of an enterprise clearly and effectively; definition of a subject's character in the media; effective press coverage about business; leaders who can communicate well.

With Jupiter aspecting this midpoint, these points are made more universal with an element of religion added and some practicality thrown in. (See Jupiter in Capricorn quote from Cafe Astrology above.)
